Isn't this public data?

Yes, every permit is a public record. What you're paying for is not having to dig: we check the county system every weekday, drop the permits that aren't new builds, and hand you a short list you can act on.

How early is "early"?

A perc test or grading permit usually comes months before framing, and it never names a contractor. Septic, water/sewer and new-home permits come closer to construction and name the installer or builder.

Whose contact information is on the list?

The property owner and mailing address from the permit, and the applicant who filed it, which is often an engineer, septic company or the builder. Builders and developers are businesses, so calling them is fine. For individual homeowners, use mail.
